Government of India Government launches "Mera Bill Mera Adhikaar" scheme to promote billing culture
Starting from September 1, the government of India, in partnership with State Governments, is set to introduce the "Mera Bill Mera Adhikaar" Invoice Incentive Scheme.
The goal of this initiative is to cultivate transparency and accountability among consumers by encouraging them to ask for invoices or bills for every purchase they make. This scheme aims to promote responsible financial habits and boost a culture of openness.
The main goal of the "Mera Bill Mera Adhikaar" scheme is to create a behavior change where consumers actively ask for invoices as their right.
The scheme will begin as a pilot project in Assam, Gujarat, Haryana, Puducherry, Dadra Nagar Haveli, and Daman & Diu. It covers business-to-consumer (B2C) invoices issued by GST registered suppliers in these regions, with a minimum invoice value of Rs 200.
Users can upload invoices using the "Mera Bill Mera Adhikaar" mobile app or web portal. Anyone in India can participate, and they can upload up to 25 invoices per month for a chance to win through a lucky draw.
For every invoice uploaded, you'll get an Acknowledgement Reference Number (ARN) that's important for prize draws. Prizes will be randomly chosen either monthly or quarterly.
The scheme offers rewards to encourage participation, like monthly prizes of Rs 10,000 for 800 winners, Rs 10,00,000 for 10 winners, and a quarterly "Bumper Draw" prize of Rs 1,00,00,000 for 2 winners.
When uploading, you need to provide invoice details including the supplier's GSTIN, invoice number, date, value, and customer's state/territory. The scheme will run for 12 months as a pilot project.
The system will prevent duplicates and fake GSTINs. Winners will be alerted through SMS/push notifications with instructions on claiming their prizes. This "Mera Bill Mera Adhikaar" scheme encourages asking for invoices, promoting financial integrity and transparency in India.
